This does not affect the max amount of a follower you can have on your party member list, but it increases their loyalty (per level) which means they won't ignore quests that don/can only be done with them. I'll take my chances to recruit some loyal subjects anyway and this doesn' help me keep track of all these things! That said there are no further restrictions for creating or acquiring companions if so desired other than those mentioned above(such as becoming more friendly towards members based in an area).
